Since the fuel pump initially provides 35 psi then drops to about 10, could a fuel pressure regulator not holding pressure cause a cold engine to start OK but then later afterwards on a restart cause difficulty unless the Accelerator is pushed to the floor whereas the pump pressure is reapplied and start OK? The pressure regulator is the original 29 years old. Sometimes the engine will start with no difficulty hot or cold but occasionally will not catch unless using the aforementioned procedure.

Usually pressing the pedal to the floor in a no start situation stops the injectors from working. So if the engine starts in that situation you have excess fuel. Could be leaking injectors.
