Removing window "sill"??

My new (to me) 2002 Ranger has a few minor cosmetic problems, but this is the main thing I'd like to fix. I have no idea what this part is really called, but as you can see, the coating has deteriorated. I plan to remove the part, remove the rest of the coating, and either polish the surface or paint it flat black. But I have no idea how to remove the part. Anyone know? Do I need to remove the mirror, and if so, can someone point me at a how-to for that?

It's a belt moulding, and yes, you remove the mirror. Start by taking your interior trim panel off, it should be a couple of phillips screws holding it on, then I think by your year it is a lift up and out trim panel. Give it a smack on the bottom upwards and you'll see it move. Then there will be 3 11mm nuts holding the mirror on. If it's a power mirror, you'll have to unplug it. Then take a screwdriver or similar and gently slide it in under the belt moulding from the end, where the mirror was, and gently pull up on the screw driver. The belt moulding should pop right up, and you can peel it up from the door possibly unhooking a small tab at the back side of the door as you lift it out.
 
I have replaced mine, you can just grab the back of it and lift it will pop right off it only goes under the mirror like a 1/4 inch so it's not a problem. Installation is reverse of removal. No need to take anything apart. There are just a few clips on the bottom of it that hold it on the sheetmetal.
 
Yup...about a $20 each part from Ford. I replace mine recently as well. Pull off your door panel, pull off your mirror, then pull up on the piece. Comes right off. I cleaned underneeth with some detailer spray stuff. Then just align your new ones and push down and it'll just clip right into place. Then put your mirror and door panel back on and your done!

Damn, now that I know how inexpensive and easy this is it's next on the list! I HATE seeing those two trim pieces all bubbly with hidden rust!
