Rear step bumper is rotted on my 94

How much of a pain is it to remove this?
I would imagine lots of PB blaster and maybe some heat?
Bolt heads apear to be 16 mm.

Are these bumpers pretty much universal up to 2001?
 
Just lots of leverage, pb blaster, and choice language will get it off of there no problem!

From what I understand, the bumpers should interchange from 93-08. Good luck!

True.
I don't have access to tube bending stuff. But,I have an entire machine shop at my disposal. Machinist/welding for 22 years.
 
What about plates instead of tubes?

Possibly something like this?

I got a ticket for blinking license plate light, turned out the bumper was loose and bolts where frozen solid, after soaking them and using an impact on them no luck getting them loose, so out came the cutting touch, cut one off at a time and replaced, if you remove this way be sure to put something under the bumper so it doesn't drop on you

Bumpers are universal 1993-2011 (eg, http://www.lmctruck.com/icatalog/fr/search.aspx?searchTerms=Rear Bumper )

There are 3 bolts per side (1/2" dia). Those 6 bolts attach both your bumper-brackets and trailer-hitch to the frame. So the hitch & bumper must both come off at the same time. That extra weight just makes it a bit awkward.

Once the bumper is off, there are 2 brackets per side. You'll need a Torx-40 bit (and PB blaster) to remove the diagonal bracket from the corner of the bumper. Some photos: http://imgur.com/a/7N5MY <<< CLICK
 
I live in in the U.P. of Michigan and rust is a huge issue up here. I always used pb blaster but I switched to sea foam deep creek. That stuff works so much better in my opinion. Its a little more expensive though.

I am going to buy a Wrangler pre runner style bumper for mine when I have the cash, and fabricate it to fit. Mine is also junk.

So if you have some fabrication experience, I have heard the Jeep wrangler bumpers are the correct width, they obviously just need to be be fabricated to mount to a Ranger.
 
If you do not have the hitch, there are only 4 18mm bolts that hold the bumper to the frame. break them all loose and remove three of them, then balance the bumper on your leg/ arm and remove the fourth and lower it down.

For rust, pb blaster (have to check out that deep creep stuff, thanks for the heads up on that Racer) You may even have to cut/ torch the bolts out.

If you have the hitch, you will have 6 bolts with two of the bolts being further back on the frame to distribute the forces of the hitch more evenly, and it is probably easier to use a floor jack to help balance and let the bumper/ hitch assembly down.
