Really bad Gas mileage on my Ranger

I really need help guys, My 91 2.3 little ranger gives me around 13 mpg on city driving at normal conditions, 14´ original wheels, manual trans, also it jingles quite a lot when it gets to its operating temperature range
 
One of the things that wears out is the O2 sensors. They have a life span of ~10 years or 100,000 miles. They control how much fuel is getting put into the engine.
 
What do you mean by "jingles"?

Whens the last time it had plugs and wires?

If theres a check engine on id start by getting the codes read. Lots of sensors can affect fuel mileage.
