It's not critical which side it's on, it just should (in theory) be above the throttle butterfly on the carb body, not below it. There's a million variations of this 5200 carb so it doesn't surprise me that the vacuum ports are set up differently.
Oh, whoa. You've got an Autolite 2100/2150 or Holley 350 2bbl there, it's not a progressive carb like the Holley/Weber 5200. Both butterflies open at the same time. If it's an Autolite there will be numbers cast into the side of the float bowl - should be something like 1.02, 1.08, 1.21, etc. But the bowl on that carb in the picture looks like a Holley to me.
And now I know why you get 10mpg.
