Odd parking brake

My parking brake goes from loose to very tight, and with no rhyme or reason .. this a symptom of something I should worry about? my brakes suck ass as is.
 
I know the feeling. I fought mine today too. It get worse every time it gets wet. Doesn't make any sense.
 
Check for broken/missing springs in the drums?
