Need help with a gas tank strap issue.

Hi I am new here and I ran into a dilemma with my 1995 Ford Ranger XLT. When I left for lunch with co-workers, I notice a piece of plastic hanging from beneath the truck and investigated the issue. Judging by the the way it looks, it does have the 2 gas tank straps in place so I am not sure why the black one was there. If anyone can help me identify to the broken piece I would greatly appreciate it.
