Need Help on 2000 ranger starting problem?

I have a 2000 ranger that I just put new motor in and I cant get it to crank over It does click when I turn key the lights flicker I have cleaned all connections from battery to fuse box had battery and starter checked both are good. But I don't get power at all to small wire on starter
 
There is a Starter Relay in the engine Power box, on some models this can be disabled by the PATS system or an alarm system.

But in any case it is what passes power to the "S" connection(small wire) on the starter motors solenoid.

The power it passes will be from a fuse in that Power Box, the "click" you hear may be that relay closing but it has no power to pass to "S" connection
