Idle vacuum at 17 is low. You may indeed want to check for a blocked cat.

No cat in it new muffler as well. Exhaust should be 100% clear

19 ish is normal at sea level IIRC.

I think hes got a fuel starvation problem with those low pressure numbers and the "backfire" is a lean cough through the intake.

Replaced the inline fuel pump and haven't had any issues yet only gotten a few short drives in though. Hopefully its the fix. My fuel pressure tester broke on me so i cant confirm if i got better pressure now.
