2.5L ('98-'01) IAC Valve installation confusion, on the 99 2.5 Lima engine.

Had a problem with idle, so I purchased a new Inlet Air Control Valve.

The part came with both a standard flat gasket, and a rubber, figure-8 shaped seal.

The flange of the IAC has two equal size ports, and the supplied gasket matches those two ports.

The mounting flange on the Fuel Control, where the IAC mounts, however, has only one port, with the remainder fully open, and I can't see any place where the rubber, "figure-8" seal can go?

Is there an adapter flange missing from this installation

Figure 8 seal requires a machined inset for it to sit in. Use your flat gasket. This is a parts store part, made to fit multiple models. That is less parts they have to stock on the shelves.
 
The ‘rest open’ is also a port, just not like the other. As long as you get a seal around the outer edge and between the two ports, you’re fine.
