My wifes 2002 Saturn L100 A/C line broke, I was wondering if I used 400 psi hose if I could splice the break back together and use two or three hose clamps on either side of the splice to put it back together. I am trying to fix it as cheap as possible because a new line is over $100.00

I don't think that would last either, it would leak, the hose clamps and the smooth tube would be the weakness.
I assume it is an all metal line?

For a metal line you may be able to install the same type of connections/fittings used on each end, so a high pressure coupler where it is broken

If you can remove it I would take it to a shop that works on high pressure systems and see if they will put on two ends and a coupler, or sell you the coupler and fittings.
You often need a special tool to install these fittings.
They may also have flex hoses that will work to replace the whole line, a universal high pressure hose, for a lot less than $100.

Wrecking yards might have a replacement.
