Front breaks grinding and holding rotor

I recently purchased a 2002 ranger edge 3.0, I’ve been trying to go through and inspect the truck to make sure it’s 100 percent road ready when I get the new transmission for it. When I was messing with the front end I noticed a grinding on the rotors, it’s something to do with the breaks running on the rotor as it stopped after I took the calipers and pads off, I’m not sure why but it seems like the pads constantly hold pressure against the rotor , any suggestions on what could be going on?

The brake hoses may be getting old. Sometimes, when aging, they will swell up on the inside and restrict flow. When you apply the brakes, you create enough pressure to push fluid through the hose. But when you take your foot off the pedal, there isn't enough pressure for the fluid to return. So pressure remains in the cylinders and the pads don't release from the rotors.

There should be a little drag, but if you can't easily rotate the disk with the wheel off, then the calipers may be sticking. In addition to the above.
