Floppy mirror fix - how to tear down

I see the tech notes on various fixes for a floppy side mirror on my '95 B3000, but how do I get down to those rivets to make a fix? Do I have to yank the glass out of the mirror housing? If so, how? If not, how do I get to the back of the hinge so I can try putting different hardware in there? I don't want to replace the whole unit, it's generally okay, and I don't want to use tape, since that looks terrible.
 
Okay, I figured out how to get the glass off - just pry the thing off from above. But I definitely wasn't expecting to find this crazy setup inside. What's the deal with this? How do I tighten this up? What would happen if I put epoxy or something on those black rods, which seem like a friction fit inside of the white collars on the mount? That seems like it might work.
