Engine runs terrible when pointed down hill after heavy rain!!

Hello, this is my first post here so very sorry if I mess something up. This is a really tricky one for me, basically rained super heavy yesterday. Went to start the truck, it started then died. I had to try 3 times and it finally started. I made it home ok after that but there was one blip where it ran rough idling at a light. This morning it started perfect and ran perfect, but when I went down hill right by my house going to work it just shut off no warning. Wouldn't start no matter what I did. Waited 3 hours and it fired right up and made it home. Drained the tank and filled with fresh gas because I felt it could be water in the tank. Did that put fresh gas in ran perfect. Went down the same hill and it felt like it was running on 2 or 3 cylinders. But halfway up the hill it started running perfect again. I am SUPER lost on this I have no clue what's happening.

How MUCH fuel is in the tank? If the level is low, on a decent the fuel sloshes to the nose of the tank, during an accent it sloshes to the tail. The fuel sender/pump is in the middle-ish.
 
I'd be looking for a bad connection on the wiring somewhere.

That totally could be it, I was looking for 4 hours testing every connection and I couldn't find anything wrong. When I looked absolutely nothing engine by related was wet. When I throw the truck back and forth quickly it takes about 10 seconds then it runs terrible then smoothes out again

Oh sorry I didn't see your whole reply there was almost 50 litres in the tank when the issue start
 
When it dies can you hear the fuel pump still running if you cycle the key?

Wondering if its a weird inertia switch issue?

Also it ONLY does it when its raining?

You dont have a crack in your distributor cap? Maybe water is sheeting off the windsheild/cowl and through the hood crack and down onto the cap?

Yep I can still hear the pump going, it's never done this before and it only did it after there was almost tropical hellish rain. But I did notice that when it was raining water drips out on top of the fuel pump housing. I may not have siphoned the back half of the tank I just noticed this morning it's seperated into two halves

The tank is one big...tank. No baffles in it.

If the pump stays running during these events id look hard at your ignition system

Well I decided to siphon the back half of the tank and this is what came out

I was gonna post there was water getting in the tank. I see u found it. How's it getting in?

Filler neck is the home Depot special since I bought the truck, I never noticed that it was just aiming into the tank but not sealed. Once I remove the body lift im going to replace it with a factory one
