Emissions: Low Idle HC's too high

I ran a test almost a month ago and failed for my HC's at idle.
1604 of 220

This is a few things Im going to do before I attempt to go through again.

-no air cleaner
-block off PCV hoses
-let the engine warm up a little more then normal driving (Driving with no fan it never comes close to the N in normal)
-1/4 tank gas with a full bottle of HEET (or 1 gal of E85? scared of this) Low octane**
-Bump timing to 8*
-Maybe install an extra cat I have laying around
-New ECTS
-Raise idle to 1000 RPMs


Anyone have any additions or objections? Thanks
 
When was the last time you changed the spark plugs and wires? Removing the air cleaner won't do anything but suck in dirt while you get inspected.

Forgot to add that sorry, Brand new Motorcraft plugs that are listed for the 2.9 in the tech library, gapped to spec. New wires, and new cap and rotor.

last time I went through my k&n was quite dirty... so if i remove it completely I dont have to worry about it struggling for air... I was assuming
 
You've got it all the way warmed up before you run it through right? Is the truck burning oil at all? Might want to try changing the oil and PVC and running it through again. I'd keep a filter and PVC on it though.
 
hmm...How about the PCV Valve? If you can hear it rattle when it shakes, then it's good.

I don't what else it would be except for an EGR valve stuck open or a failing Cat.
 
There is also stuff you can buy at the parts stores that helps pass emissions...might help.

One is fine. Other is like plastic n has no metal inside. And no egr on an 89.
