emissions control system

(KOEO,KOER)I'm not reading a 5 volt reference at my tps sensor and others. (act, ect)The eec relay and fuse are good. There was an electrical fire near the alternator from a previous owner. Maybe the eec is fried?

I also took out the a/c no need for it in vancouver, should I unplug the wot relay or leave it in?

Any help will be greatly appreciated. I really want to get out an drive. It won't pass Air Care.

Does any body know what the clutch triple function switch is and how would I diagnose it?
What I found was the red/light blue wire from the starter relay got hot, melted the plastic casing. This wire goes to this switch, and on to my map sensor throttle position sensor engine coolant sensor and intake temp sensor. These sensors are not getting power(5 volts)
I ordered an ecm off ebay should be here next week but I want to understand what the triple function switch does and why its tied into these sensors? Can I replace it?
