I have an 84 BII with a 2.8. When using a Holley 350 should I still use the thick spacer which was under the stock carb?

No. Use two 1987 T-bird 3.8L carb to intake gaskets. (That's what they are called in the catalog, even though it's CFI.)
why two?

Gets it close the the same height as the stock spacer.
