Cowl removal?

Anyone got an idea how to remove the cowl on a '99? I need to get the windshield washer squirters off, and it looks like I need to get to get at the cowl to remove them.

Access to the wiper mechanism and spritzer hoses is by a removeable panel on the bulkhead.

I am not too sure what you mean. What is the bulkhead?

when you open the hood look on the firewall you should see 2 metal panels pull those off and you can get up in there
