code 332 EGR code. Vacuum Leak?

so I've been chasing this EGR code and I've done everything to try and fix it. I noticed my vacuum gauge fluctuating from 14-17hg is this normal vacuum? because my V8 idles at 20 at idle.

No, vacuum at idle should be steady, 17 to 21hg, but not changing, steady RPM = steady vacuum

Remove EGR vacuum line while engine is idling, there should be no vacuum on that line at idle, if there is then EGR modulator/solenoid is bad or leaking

There's a good article in the tech section regarding diagnoses from vacuum gauge behavior.

If your vacuum is slowly fluctuating without any real pattern, then it's probably a leak. If you spray carb cleaner or starter fluid around your vacuum hoses, the engine will suck the spray in through any leak, and will rev up when you spray by the leak. This can help you pinpoint the location of any leaks.
