Can’t turn manual locking hubs

Hello, i just purchased a 1989 ranger super cab 5 speed 4x4 and i’m struggling to find out how to use the 4x4. i can’t seem turn either of the manual lacking hubs to the “lock” position. hopefully someone can help me out. TIA!

They should just turn to Lock and unLock, no trick to it
Could be damaged

Jack up one wheel and turn it while trying to move the lock/unlock handle
