That's when the roughness started, but that doesn't mean that he didn't create a new problem when fixing the old one.
Maybe he had worn out joints or bushings that were replaced and fixed the initial cause. In the process of replacing them he tightened the new bushings with weight off wheels, resulting in binding that is the new cause.
Not saying that is what happened, just that presenting it as a possibility.
