Automatic transmission hanging in 1st

I picked up a 1990 4.0 4x4 from a friend. He has had it for 2 years. He was having issues with the trans where it was dumping fluid just as fast as he could pour it in. I bought it from him and towed it home.

I found a transmission line has slipped off from itself. The hose clamp loosened. So I slipped it back on and tightened everything and filled it up. No leaks.

But it's hanging in 1st gear till like 35mph then after that it shifts and drives fine.

So I dropped the trans pan and changed the filter. Filled everything back up and same issue. Hangs till 35mph.

If I shift down to 1 then to 2 it shifts fine like it should but if I'm under 35 and shift back into OD rpm's hang till 35 and then shifts.

It's consistently 35mph

Any ideas?
 
Assuming A4LD? Could be a vacuum leak on the modulator line. I know that controls the 1-2 shift.

How long has it been empty or close to it for?

From what my buddy said was he went to move it and it wasn't moving. Checked trans fluid and was nothing showing on dipstick. Looked under it and there was a puddle. Added fluid and it was just pouring out. He moved it from one side of the street to the other and called me. I towed it home and it was dropped off in my driveway. I drove it into my garage.
 
The line runs from the passenger side of the transmission near the exhaust manifold to I believe the vacuum tee on the drivers side of the intake manifold.
