A loose hose just hanging there

So I was under the truck running my new e-brake cables when I noticed a random hose just hanging there, looked torn from one side and not plugged into anything else. Looking around, it looks like it's supposed to go into the rear end on the driver side but I have no idea what it is or what it's supposed to accomplish, especially since there's nothing on the other end of it. Any thoughts/assistance would be appreciated. It's a 2WD if that helps

I would, would at least cut an inch off and put it back on... would also recommend changing the fluid since it could be compromised...

It's just 3/8" hose, I put some cheap clear hose on my '90... works fine.
 
I am a big fan of replacing them with a bellows instead of a vent tube
