'91 Ranger Power steering problem

91 Ranger 4X4, bought it recently, started right up after sitting for 7 years, but no P/S. Fluid is full, but pump makes no noise when you turn the wheel. I can see fluid moving when I look in the filler, but it acts like the control valve in the box is stuck or something. Any ideas or similar experiences??
