89 2.9 after engine reinstall it wont start

long story short:

engine reinstalled after cleanup, clutch, etc....

Engine running prior to pull...
fuel getting to all but 1 cylinder,
spark on all cylinders,
cranks, but no firing.

We have checked firing order, twice...
We have pulled all plugs and checked gap, and fuel...
We have purged air from the fuel rail...
verified fuel pressure...


checked harnass plugs for moisture/corrosion etc...

Update

Located intermittent problem with relay not sure which one.
Having issues with firing order/timing.
Had enough for tonight.

Problem solved the relay box under the main fuse box was installed upside down and the relay wiring was bad. Replaced the relays and rewored the plugs and it runs fine starts right up.
