3L power steering pulley 2008 Ranger Problem

Hi everyone. I have a manual that shows to remove the power steering pulley you remove the 3 bolts and it should come off. I am trying to remove it but it wont budge. I see a washer on the front but I thought you dont need the puller on this model . Am I wrong? Thanks.

Well I just got the pulley off. It must have been stuck or rusted a bit. Thanks.
