Coworker of mine has a 2009 Ranger extended cab 4x4. Bone stock with some small 2xx/somethingR16 tires with a street tread. He wants to put a bigger, meatier tire on it and some nice rims.

I told him get some 15x7's and 31's and go to town. Another coworker says I'm crazy and they won't fit...

...now granted I sold my '96 in 2006 and haven't been around but as far as I know a 2009 Ranger is pretty damn similar to a '99 or any '98+ IFS 4x4 Ranger.

We put 265/75R16 muds (32x10.5R16) on my buddy's stock '99 Ranger 4x4. Worked great. No issues unless he absolutely beat on it and then it was just minor rubbing.
Meanwhile I know his truck came stock with the 245/75R16's which would be a 31x9.5R16.

Then there was the FX4/Level II with the 15x7 Alcoas and 31x10.5R15 BFG AT's.

Anything different on the brakes and suspension that would prevent 15's to fit?
Ride height any lower?

265's will fit.. only difference between my truck and that one is they did come with a little bit lower ride height from the factory, whereas mine sits a little higher. So it may need a slight crank. 32's fit on my truck stock with no crank and only rubbed if I pulled into my driveway too fast.

Sorry guys, should have been clearer, will 31x10.5R15's fit on 15" rims?

Coworker is claiming the truck will not clear the tires and 15" rims won't clear the brakes.

yes. They will clear the brakes. That is the least of your worries. Make sure you turn up the torsion bars, or he'll be rubbing tire.

Is there a difference in suspension height between the regular 4x4's and the FX4/Level II's?

The '08-11 trucks are set a little lower than the '98-'07 trucks (nothing a little torsion bar cranking (or key swap to the '98-'07 keys) and a '07down rear block can't fix, as those are the only differences).

At last, someone I recognize!

Ahhhhhh...so there is a difference. What's considered largest stock? 30's on 15x7's?

31x10.50s on 15x7" rims was stock configuration on the FX4 L-II (IIRC they were available on the '08 model as well). The slightly lower stance should not prevent them from fitting (nothing in the suspension's geometry is different, just the torsion bars are set lower, with a thinner block out back).

Hrmmm...don't think he's looking to lift it at all. Might just recommend the 30's and 15x7's.
