2008 ranger fx4, wipers and wash pump stopped working. Installed new wiper motor, plug and steering column switch. Fuses check out. Still no wipers, or washer pump.

Welcome to TRS :)

Diagrams below
2010 is easier to read but included 2008, same wires and fuses

You replaced the only 2 pieces that control wipers so it will work, unless there is no power or ground
So test both fuses, in the cab and in the engine bay with volt meter to see if fuse holder has 12volts and test fuse with OHM meter to see if its 0 ohms, so can transfer power

Both the wipers and washer pump quitting at the same time screams 12volt issue, or bad ground at wiper motors control box(bad ground at pump would only disable pump, not wipers)
One or two bad wires might disable one or two functions but not all, unless its the 12v or ground wire

Looked through everything as best I could. With the key turned on, I just started to hear a click in the wiper motor. It comes from what I believe is a switch on the circuit board. Still no wiper movement or washer pump.
