2007 4.0 ranger no key on power to coil pack

07 ranger i just bought at the auction it was listed as mechanical issue.
i expected to see a timing chain guide sticking out of the valve cover but no.
it turns over fine and has 60 psi at the fuel rail.
further inspection reveals no keyed power at the coil pack or the injectors

It has fuse box layouts and what fuse does what
Layouts can be different in 2.3l Ranger and 4.0l Ranger so make sure you are looking at the right diagram

In engine fuse box check that PCM relay is "clicking on" with key on and PCM fuse is OK, fuse 11 30amp
Also check fuses 23(fuel power) and 44(coil power)
All these fuses are in the engine fuse box

With key on CEL(check engine light) should come on, this means Computer(PCM) has powered up, no CEL = no computer
When you crank the engine, CEL should go OFF, that means computer is getting a good timing pulse from crank sensor, no pulse = no start
