2003 Tach gets its RPM signal from the computer
There are 3 multi-wire connectors on the back of the instrument cluster
Connectors are A, B and C
"A" 15 will have a Tan/yellow stripe wire, it runs to the computer pin 48, tach signal
Also check Connector "C" 8 Black/yellow stripe, it is the Ground for the Tach, not shared
Not sure on the 2003 but early 2000's Rangers did have computer connector on upper firewall in the center of engine bay.
Water could get in.............odd codes and odd things would happen, lol
When you have the dash out you can test if Tan and Black wires are working with a Volt Meter
Have all wires hooked up and use a sewing pin to pierce the Tan wire and another sewing pin to pierce the Black wire
So you can test voltage while hooked up
Set Volt Meter to AC VOLTS
Start engine, Tach signal should read 1 to 6 volts, nothing exact but 0 volts would mean bad wire, volts would go up with RPMs.
If wires are working then replace tach
