2 digit vs. 3 digit codes question

I am trying to trouble shoot a problem on my truck. '91 2.3 manual. I have cleared out previous codes and have the following problem with a KOEO test:

All my previous codes were defiantly 3 digit error codes. I am now getting what it is either code 33 or 111. In the past when the codes come across they are transmitted in quick groups, like mores code so you could tell grouping.

... (3) - ..(2) - ....... (7) long pause, then repeat.

Now I am getting

- - - (3) pause - - - (3) long pause then repeat.

The difference is the length of the flashes, they seem a little longer.

Is this 111 repeating twice or 33? I didn't think the computer mixed 2 and 3 digit codes. The reason I ask is because code 33 (EGR not opening) is very possibly the root of my problem (I suspect a bad position senor), but I don't want to throw parts at it.

Any help would be appreciated!

BTW, tested the position sensor and the resistance was a little low on one end of the spectrum.
