2.9L Bronco II Brakes Seem Faulty

2.9L 1987 Auto 4WD Bronco II

B2 brakes seem faulty to me:
1. The pedal is slow to return to its original position
2. 0.5"-1" of movement before the brake pedal faces resistance
3. The brakes don't feel like they engage until 1"-2" of the pedal press.

I've bled the brakes, checked the fluid, the pads are fine, and I made sure the brake booster rod is within spec.

Not sure what to do or what to inspect next so I'd appreciate any insight. Included is a Google photo album link where I demonstrate what I'm talking about.

 
There should be a little wiggle room at the top.

Have you looked at the rear brakes?

Are you sure they're properly adjusted?

Unlike disc brakes... which have zero adjustment... the rear brakes if not adjusted will definitely cause the brake pedal to be low.
