1997 4L front bumper

Recently had a not too serious font end collision and now have to replace the bumper and header panel. Removed bumper and saw one of the rail ends to which the brackets bolt onto is a little bent. Its welded onto the end of the frame rail, so I can't replace it. Could I give it some heat and pry it back or will this just snap the weld?
 
Those pads are very stout, you can heat them up to reposition them.

The position is important as they locate the bumper's horizontal position under the grille & with respect to the ends of the bumper to fender/wheelwell opening.
