Like RonD said, be sure to check that your crank position sensor is plugged in and ok. It is easy to forget to plug back in, also easy to not see in the first place and accidentally damage trying to get the 2.3 harmonic balancer off (I don't know how you did yours, but I had to use a giant 3 jaw puller to get mine off since there are no tapped holes for a standard puller).
Also, are you positive you got the timing marks right? MY 1996 2.3 truck was built in '95 and, honestly, it does not have a timing mark on the camshaft sprocket. It seems like the timing marks on the 2.3 varied often. Made for re timing mine a nightmare.
I had to use the Ford picture that I attached here to time mine, and it involved blowing the image up and counting teeth on the camshaft sprocket (which has as many in pic as in real life) and figuring out how to align my cam gear that way...
