1994 Ford ranger air intake connection

Can someone tell me why there is a connection from there is a connection from the air intake box to the manifold in a Ford ranger 1994 and if I need it

That is to direct warm air into the airstream to help the engine warm up faster in cold weather. There should be a vacuum operated damper that controls that air. If you live in a warm climate, it is optional. In really cold climates, it could be helpful. I live in South Carolina and I removed that years ago with no perceptible change in performance.
 
It also a emissions system device, so if you have to get an inspection that pre-heater has to be seen to pass, doesn't have to work, but must be in place
