1993 Torque Specs for Front Hub Nut

Asking for a co-worker who is changing out the rotors. Anybody know the toque specs for the front hub on a 1993 Ranger 4x4? Don't know much else. I'm guessing its stock.
 
The inner locking nut that goes against the wheel bearing (has a small pin sticking out of it) gets tightened down to 35 ft lbs while rotating the brake rotor, tighten again to 35 ft lbs and rotate it again. This disperses the grease in the roller bearings. Back the nut off 1/4 turn and tighten to 16 INCH LBS (NOT ft lbs). Install the washer that has all the holes onto the spindle so the tab is in the groove of the spindle and the small pin of the inner nut lines up with one of the holes. If it is a bit off, flip the washer over it will usually line up. Install the outer locking nut and torque it down to 200-220 ft lbs.
