1992 Ranger, Parking Brake issues

Hey I just got my first car, a 1992 Ford Ranger, and found this forum. I got it for $500 and it's a manual with 4 wheel drive (though something is wrong with it so it is currently only 2 wheel drive) My question is about the parking brake. It doesn't seem to engage and I'm not sure if it works. When I push on the pedal I don't feel the "click" I usually get with pedal parking brakes. Also when I pull the release the pedal doesn't come back up. I'm not parking it in my driveway since it's an incline and I don't want it to roll off. My dad and I are gonna look at it tomorrow but I wanted to see what you all thought the problem could be.
 
Most generally broken cables. Napa carries them.
 
4x4 is an easy fix also. Most likely just the hubs (I'll sell you some used Mile Marker manuals and conversion kit for $100) OR the electric shifter on the back of the T-case is dirty (rebuild in tech library)
