I've searched and see no answers really .
It starts fine but if you step on the gas it sputters and pops .. if you feed it has slow or pump it it will power thru to 3000 or so and be ok .

If I try to drive it bogs the whole time and will get to around 20 and starts slowing down no matter what I do till it stalls ..

Did new plugs, wires , fuel pump , can't find any air leaks .. no check engine light .. pulled plug wires off one at a time at the coil while running and it's sparking to all 4 .

Plenty of exhaust seems to be coming out tail pipe and no smoke .

I'm running out of ideas .. also it's a manual trans

Howdy and welcome to TRS~!

Did you check to see if there were any codes? There is a way to test the OBD-I system in the link below...

There are also code charts...

Two digits

Three digits

Other than that...could be the timing is off by a tooth. It will idle perfectly but bog exactly as you describe if the belt jumps a tooth. If the belt is old that becomes more likely to happen because there is less material to hold the belt on the teeth. If it is high mileage engine it might be time to change that regardless of whether it is causing this issue or not because it will come up eventually.

So...how many miles on this timing belt or if you don't know that how many on the engine?

If you have a MAF, check the intern wires for 'stuff' on them. If covered, they will not report airflow, as that would insulate them from air cooling effect. It can fool the computer, and limit fuel flow as the computer doesn't get the right airflow amount.
If that's ok, I'd check fuel delivery volume & pressure.

Bought the truck this way a few months ago , has 55k on dash but I'm assuming it rolled once .. I was told they put a new head on cause the other may have been cracked .. I was going to check timing next .. just seems like a fuel issue .. I will check and see if all timing marks line up tmr .. what should fuel pressure be on this truck ?

A weak coil could be responsible for what you are describing however I think a bad O2 sensor or MAF might be more likely. If you are convinced it is a coil go to the bone yard and pull two from a 4.6 mustang,F150, navigator, etc and swap them out for little or nothing.

Have you checked fuel flow yet? Many fuel pressure gauges have a release valve that dumps the fuel to lower the pressure. It can be used to catch fuel for later measurement. If the pressure is good, the flow can still be too low. The symptoms are very typical of an engine starved for affection, no, fuel. You may be able to borrow a gauge from an auto parts store, at no charge, but if you break it you bought it.
I think the filter will be just 'upstream' of the pump under the drivers feet, more or less, towards the fuel rail. If you had the old system, there'd be a canister under a big U-shaped plate on the side of the fuel rail, towards the tank from the high pressure pump. Even newer have one pump, in tank, and have no canister. Either way, check flow. A ballpark, minimum, I figure(likely wrong): going 60 miles an hour, getting 20 mpg, you'd need MINIMUM, 3 gallons per hour. Double that, for capacity, to 6gph.
Jumper the EEC-IV test wire to ground the relay and engage the pump, catch fuel for say 10-20-30 seconds, your choice. Measure & multiply by the factor to get hourly, and you then know ~gph flow.

He should have the old system with the canister filter bolted to the frame rail. Very easy to change and could possibly be the issue depending on if it has ever been changed. My 93 still had the factory ford filter on it in 2010........
