1989 2.3l Ranger XLT running lean, missfiring.

Hi, I've recently purchased a 1989 Ford Ranger XLT. It had a really bad missfire so i replaced the coil pack(yes theres 2 i only had money for one of them), ICM, ran seafoam through, replaced wires and plugs and also went over the engine to check for vacuum leaks or loose connections. Sometimes it runs ok without a missfire, but you can still feel it hesitate. Idles ok, slight missfire every now and then. I noticed if i shut off my truck and let it sit for a couple minutes then starting it back up fixes the problem for a little but then its back to running like crap. Slight missfire below about 1500 RPM, and the truck feels like it has no power. I'm also getting shit MPG and for a four banger it shouldn't be as near as bad as it is right now. The check engine light comes one and goes off randomly, but does not change how it runs when its on. Also, since I replaced the ICM the RPM guage does not read correctly. Right now im waiting to go to Autozone to get a code reader. Can anybody help me?
