Horn inop at wheel, but works with the panic button on the fob. Anything to look for outside of the typical horn pad, clockspring, etc?
 
Find the yellow/lightgreen stripe wire leaving the bottom of the steering column. If you ground this wire the horns should blow. If they do, then you know the problem is in the column or behind the wheel.

will be the same as 2001

The Horn relay is in relay box 1 just above gas pedal, but fuse and relay are OK or Fob wouldn't honk the horn

Horn "button" is a Ground, horn relay has 12volts all the time, when its Grounded it closes and horn activates
The Fob(security module) or "button" grounds that relay

The ground on clock spring can also be the issue, if you have cruise and the buttons have back lights when lights are on then ground is OK, if no back lights then could be ground wire issue
So test the Black/wire wire as well as the yellow/green

The scary thing is that the yellow/light green is in the the yellow airbag conduit coming down from the clockspring. There are several wires in the harness, but pretty sure only two are for the airbag itself.
 
Fixed. Both horns were bad, the Chinese horn a previous owner added was on its way out, and the ground for the column was bad. Fixed the ground and add new horns, fixx't.
