Top unlatches but the bottom wont come out. Any ideas? If it's just a slipped mechanism how do I get the panel off with the door closed?

honestly get a friend to pull the handle open and kick the door from the inside. Did that with my friends truck and it worked perfectly.

I'd much rather get the door panel off and keep that as a last resort, haha.
