You will need to get a adjustable proportioning valve if you get rid of it.

I was gonna say, thats the proportioning valve/abs control.

How the hell did that happen?

Oh, bypass it. I did on my old 89 and never had a problem. Well, before it was froze up and never had rear brakes.

I took er up the road for a spin because she was parked since this summer, so I got up the road and when I turned around on the way back to the house as soon as I hit 5th gear I hear a big clunk and a scrubbing noise so I knew something was wrapped around the d shaft, so I got back home doing like 15mph and when I parked her I look and this is what I see, along with the wiring for the rear rock lights. I'll put her in the garage tomorrow and have a better look

I took mine out in 2004.... Used a brass connector between the two lines... Been running it since.
