The battery cables are not loose, right? Sometimes they are not right and won't make a good connection and all you get is a click

Keep your mind like an umbrella, it only works if its open... Continually learning.
Welcome to the site. As said above, Check the cables for corrosion and tightness. Then test the battery or have it tested at the local parts store. If all is good, test the starter relay.

Yep... corroded battery wire connections. Dont forget to check starter +ve and engine ground as well as battery.
I've had a positive cable hanging on by a couple threads behind the insulation, made it hard to diagnose.

If automatic trans try shifting to Neutral first then try to start engine

If manual trans then clutch pedal has to be down to the floor

Its a safety thing so starter will not activate if vehicle can lurch forward or backward

On Ford column shifters the bolts get loose so lever can't get trans all the way into Park so no starter motor, try neutral

1999 Rangers with V6 engines(3.0l or 4.0l) have PATS(passive anti-theft system)
If the "transponder" key in ignition can't be read or is mis-read then no starter motor
BUT............
There would be a rapid flashing THEFT light on the dash if that happens, and you don't mention that
