I might be getting a little anal retentive here, but I'm an engineer so it's my nature.

Washers are sold in nominal diameters that are not the same as the actual measured inner diameter. I submit the following as examples.

1-1/4" nominal size, 1-3/8" inner diameter
http://www.fastenal.com/web/products/detail.ex?sku=33026

1-3/8" nominal, 1-1/2" inner diameter
http://www.fastenal.com/web/products/detail.ex?sku=33027&ucst=t

When you refer to a 1-3/8" washer for the purposes of a spacer under the spring bucket, is that a nominal size or the actual inner diameter (which would make it a nominal 1-1/2")?

i think you can get away with the smaller ones. i will look today to see what size the ones i have are. when i went, i used a pair of calipers and checked the major diameter of the hex they need to fit over, then took my calipers to the hardware store and got the smallest ones that would fit.

ok. I was leaning toward a 1-3/8" actual diameter rather than nominal, because it makes more sense that someone would buy the washer based on the inner diameter that would fit over what they need to fit over. Just wanted to make sure. If you can measure that and let me know, that would be awesome.

I measured the hex part of the stud I pulled off a D35 the other day and it was just over 1 5/16" across.

i just did 1" of washers on a D35. The largest ID the hardware store had was 1", so i had to file out the hex by hand! lol it took a few hours but i wanted to finish that weekend.
