So I'm looking to build a relationship with a metal fab place as I want to make some skid plates, nerf bars and a prerunner bumper for my '02.

I'm trying to find a small shop in Durham (or GTA, pref. East of Toronto).

I'm wiring up my garage for 220 and buying a welder but I still need someone with a mandrel bender and a means to cut (plasma or water jet) and bend some metal plates.

You don't need a mandrel bender unless the inside of the tube HAS to stay the same I.D. If you're bending tube for bumpers you can get away with a pipe bender. If you are doing cages then a proper tube bender such as a pro-tools 105 or jd^2 or jmr brand is needed. A 4.5" grinder will cut plate and a 12-ton press can bend plate up to 1/4" x 10" if the radius isn't too sharp.

thanks guy, i just put in a 220v circuit in my garage and picked up an old lincoln 225/125 ac/dc stick welder. Building a metal workbench to practice welding, it's been a long time since I welded.
