Not excusing the driver, but looks like typical shitty GA LEOs hold a lot of the blame there. As the article says there is a "move over" law in GA for vehicles on the shoulder. That tow truck wasn't in the shoulder it was clear out parked in the left lane. The accident that it was responding to was on the other side of the road. Allother responders were on the same side of the road as the accident. As typical for GA they put no officer or warning up the road that the lane was blocked. At the least they should have had a patrol car and officer stationed up the road from the tow truck blocking/directing traffic. I've run into this type of stuff here a lot, even got hit once because of it.

Not excusing the driver of the car, but it wasn't totally their fault.
