These are the universal standard in Centro - American countries .
When I live in Guatemala in 1976 I used to have to walk a mile or two to get a hot shower the unit was grounded to the water pipe and also had exposed wires I made sure to never touch .
It made scary buzzing and crackling noises as it produced hot water .
