Over a certain power output, you have to have a license per FCC rules. I think it’s 2 watts and 5 watts depending on the channel being used but I’m drawing from memory. What's the deal with needing a license for a radio? The regulation seems a little.. unenforceable? At least difficult to enforce. How would one get caught? Whats the fine?
The FCC has people who monitor the airways and radio hunters to track people down but the chances of getting caught are slim unless you are doing something to irritate a lot of people like harassment, foul language, or blocking the channel by over powering everyone else around you.
As far as fines and penalties, I can’t say for sure on the money side but they can confiscate your equipment.
