Ok so basically only after it warms up is when It happens and it Will go back down but gets stuck most of the time. and I’m talking about my idle. truck starts and runs fine but throttle seems to be getting stuck. I know it can’t be the throttle cable because when it’s happening if I turn the truck off and back on it will go back to normal. Any ideas anyone? I’m lost...

With engine at high idle have you tried to manually close throttle?
And was it stuck?

Also with high idle, unplug the 2 wire connector on IAC Valve and see if it drops, if so then computer was setting the high idle for some reason

The TPS doesn't "set idle", there is no RPM match for TPS position, so 1/4 open throttle(TPS Voltage) doesn't equal 2,000rpm for example
But if TPS was broken inside it could cause throttle plate not to close all the way, but shutting off the engine wouldn't change that, it would still be stuck open

Maybe PCV Valve is sticking open, they do get pretty dirty, and if it sticks open too much that's a vacuum leak of sorts so higher idle, shutting off engine and restarting could "shake it loose"
