First, you need to stop capitalizing words, unless the word is the first in a sentence, or a proper noun (or the title of a book, or something). Makes it much easier to read a post if it's written properly.
Secondly, the problem with your tach not responding is likely due to a bad wire or bad connection between the ignition coil, and the instrument cluster. It should be a dark green/yellow wire coming out of the ignition coil connector. It's possible the tach indicator itself is damaged, but that's less likely.
Finally, there are a couple of good ways to check your speedometer. The easiest way is to buy or borrow a GPS and compare the reading on your speedo to the info on the GPS. Failing that, get out on the highway and time mile markers. A third option is to do a little math. Measure the rollout on your tires, multiply by your diff gearing, multiply by the teeth on your speedo drive gear, and divide by the teeth on the driven gear. The speedo wants to see 1000 revolutions per mile.
